DDU-GKY 2.0:: Rewiring Rural Youth for Jobs and Livelihoods
From Skill Training to Sustainable Employment
The Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) 2.0 is positioning rural skilling as a stronger instrument of employment-led livelihood transformation. Launched in its current framework from April 2025, the upgraded programme focuses on building a more responsive, technology-driven and outcome-oriented ecosystem connecting rural youth with formal employment opportunities.
As of September 2026, DDU-GKY 2.0 is being implemented across 31 States and Union Territories through more than 749 approved projects, over 760 active training centres and more than 455 Project Implementing Agencies. Since the scheme began in 2014-15, over 18.47 lakh candidates have been trained across more than 800 job roles, while over 12.43 lakh have been placed.
Industry Linkages Gain Policy Weight
The next phase places greater emphasis on industry-relevant skills, quality training and employment outcomes. The Ministry of Rural Development has also scheduled fresh DDU-GKY 2.0 training batches from October 2026, with 34,920 rural youth expected to begin training in 1,164 batches across 14 States and Union Territories, including Uttar Pradesh.
Governance Impact
The strategic significance of DDU-GKY 2.0 lies in shifting rural development policy from training numbers towards employability, placement and livelihood sustainability. Its technology-enabled monitoring architecture, industry partnerships and outcome orientation can strengthen accountability while improving the connection between rural talent and formal labour markets.
For Uttar Pradesh, the programme offers an important channel to connect rural youth with expanding sectors, improve workforce mobility and align skill development with emerging employment demand.
