Uttar Pradesh Startup Mission Portal and Startup Policy 2026: Strengthening the State’s Innovation Ecosystem
Uttar Pradesh Chief Minister Yogi Adityanath launched the Uttar Pradesh Startup Mission portal and unveiled the Uttar Pradesh Startup Policy 2026 at an event in Lucknow on August 27, 2026. The initiatives are aimed at strengthening the state’s entrepreneurial ecosystem, promoting innovation, expanding access to finance and incubation, and creating greater opportunities for young entrepreneurs.
The new policy seeks to position Uttar Pradesh among India’s leading startup ecosystems by encouraging technology-driven entrepreneurship across sectors and regions. The policy places particular emphasis on emerging and deep-tech domains such as Artificial Intelligence, Quantum Computing, Blockchain, SpaceTech, DefenceTech, AgriTech, HealthTech and EdTech. It also promotes district-level innovation by linking entrepreneurial opportunities with local economic strengths, including the One District One Product framework.
A key component of the policy is enhanced financial and institutional support for eligible startups. The framework provides for a ₹20,000 per month sustenance allowance for up to two years, prototype grants of up to ₹10 lakh, seed capital support of up to ₹15 lakh, and matching grants of up to ₹5 crore for high-growth startups. Additional incentives are envisaged for women-led, Divyangjan-led, EWS-led and transgender-led startups, as well as enterprises operating in Purvanchal and Bundelkhand and priority sectors such as AgriTech, sustainability, renewable energy and climate-related activities.
The policy also proposes a ₹1,000 crore UP Startup Fund through a fund-of-funds approach and a ₹400 crore AKTU Corpus Fund to support grants, seed assistance, Centres of Excellence and ecosystem development. The establishment of U-Hub and 20 domain-focused Centres of Excellence is intended to strengthen incubation, research, innovation and technology commercialisation.
The Startup Mission portal provides a unified digital platform for startups, incubators and investors. It includes directories, policy information, resources, events, helpdesk and grievance-redressal mechanisms, thereby supporting a more accessible and transparent startup-support framework.
The scale of the initiative reflects the rapid expansion of Uttar Pradesh’s startup ecosystem. According to the Chief Minister, the state had around 120 startups before 2017, while the number has now crossed 24,000, including eight unicorns. At the launch event, incentives exceeding ₹3.42 crore were distributed to 107 startups, while ₹1.79 crore was provided to nine incubators. Recognition certificates were also presented to new incubators.
From a governance perspective, the Startup Policy 2026 represents a shift towards an integrated, technology-enabled and outcome-oriented approach to entrepreneurship promotion. By combining financial assistance, incubation infrastructure, digital service delivery, research support and market access, the policy seeks to reduce barriers faced by emerging enterprises and promote employment generation.
Overall, the Uttar Pradesh Startup Mission and Startup Policy 2026 are designed to create a stronger institutional framework for innovation-led economic growth. The focus on inclusive entrepreneurship, emerging technologies, district-level innovation and deep-tech development can contribute to strengthening Uttar Pradesh as a competitive destination for startups, investment and knowledge-based enterprise.
