₹7,395 Crore Push to Transform Village Governance: Centre Approves Pradhan Mantri Viksit Gram Swaraj Yojana
The Union Cabinet, chaired by Prime Minister Narendra Modi has approved the Pradhan Mantri Viksit Gram Swaraj Yojana for the period 2026–27 to 2030–31, marking a major policy push to strengthen rural governance and accelerate the vision of Viksit Bharat. The Centrally Sponsored Scheme carries a total financial outlay of ₹7,395.55 crore, comprising ₹4,869.48 crore from the Centre and ₹2,526.07 crore from state governments.
The scheme will cover all states and Union Territories including more than 2.55 lakh Panchayats and eligible traditional rural local bodies. Approximately 32 lakh elected representatives, Panchayat functionaries and other stakeholders are expected to benefit directly through annual capacity-building programmes, digital support and improved governance mechanisms.
A central feature of the initiative is the preparation of more than 2.55 lakh comprehensive Gram Panchayat Development Plans annually through the eGramSwaraj portal. These plans will integrate village-level priorities, government schemes, departmental interventions and available financial resources. The scheme also aims to reach at least one crore citizens through each coordinated awareness-generation exercise, encouraging informed participation in Gram Sabhas and local decision-making.
Digital Governance and Financial Accountability
The initiative will strengthen digital integration by consolidating information on government schemes, beneficiaries, community assets and available resources. It will also support the preparation of at least 2.55 lakh online audit plans annually through AuditOnline, alongside improved accounting, public disclosure and mobilisation of Panchayats’ own-source revenue.
Implementation will be undertaken through state governments and Union Territory administrations, which will submit annual action plans for approval under the prescribed mechanism. The scheme does not provide for permanent new posts, although need-based contractual personnel may be engaged for technical assistance.
Governance Impact
PM VGSY represents a shift from fragmented village-level planning towards an integrated, participatory and accountable model of local governance. By strengthening Panchayats’ institutional capacity, improving coordination among departments and promoting transparent utilisation of funds, the scheme seeks to bridge the gap between national development priorities and local requirements. Its effectiveness will depend on the quality of implementation, citizen participation, timely audits and the ability of Panchayats to translate financial resources into measurable improvements in rural public services.
