From Ladakh’s Hot Springs to National Police Memorial: Why India Observes Police Commemoration Day on October 21

The Origin: A Sacrifice That Became a National Legacy

India observes Police Commemoration Day every year on October 21 to honour police personnel who laid down their lives in the line of duty. The observance traces its origins to a defining episode in the history of India’s internal security: the sacrifice of ten Central Reserve Police Force (CRPF) personnel at Hot Springs in Ladakh on October 21, 1959.

During a period of heightened tensions along the India-China frontier, a police party was sent to search for missing members of a reconnaissance team. The personnel came under attack from Chinese troops in the remote, high-altitude terrain. Ten policemen lost their lives while others were captured or escaped. Their resistance became a lasting symbol of courage, duty and national commitment.

Why October 21 Was Chosen

In January 1960, the annual conference of Inspectors General of Police from the states and Union Territories decided that October 21 would be observed as Police Commemoration Day across the country. The decision established a national tradition of remembering police personnel killed in the line of duty while recognising the extraordinary sacrifice made at Hot Springs. A memorial was also planned at the site to preserve their legacy.

Governance Significance: Beyond Ceremonial Tributes

Police Commemoration Day is more than an annual tribute. It highlights the role of police forces in protecting national security, maintaining public order and safeguarding citizens, often under difficult and dangerous conditions. It also brings attention to the institutional responsibilities of the state towards police welfare, operational preparedness, modern equipment, training, mental health support and the families of personnel who die in service.

For effective governance, remembrance must translate into sustained action. Strong police institutions require professional training, adequate staffing, modern technology, accountability and public trust. Honouring fallen personnel is therefore inseparable from strengthening the institutions they served.

The Larger Message

Police Commemoration Day reminds India that security is a foundational condition for development. The sacrifice of the ten CRPF personnel at Hot Springs continues to represent the commitment of police forces to duty, national integrity and the protection of citizens.
