UP Eases Land-Use Conversion Rules to Accelerate Real Estate Investment and Urban Development

Uttar Pradesh has moved to significantly ease land-use conversion procedures giving local development authorities greater powers to approve conversion of plots measuring up to 6,000 square metres. The move is aimed at reducing regulatory delays, improving ease of doing business and creating a more predictable framework for residential, commercial, mixed-use and redevelopment projects.

The amendments to the UP Urban Planning and Development (Assessment, Levy and Collection of Land Use Conversion Charge) Rules rationalise conversion charges and streamline approval procedures. Development authorities including the Lucknow Development Authority, Kanpur Development Authority and Agra Development Authority, will now be able to process a larger volume of applications locally, reducing dependence on higher-level approvals.

The revised framework also introduces defined timelines for application disposal. Technical scrutiny is to be completed within 22 days of submission. Property owners will then receive 60 days to respond to queries raised during technical evaluation. Objections and suggestions on proposed land-use changes will be decided within 30 days, while final approval is expected within 15 days after formalities are completed and payment is made.

The government has also rationalised land-use conversion charges following a review of practices adopted by other states. The objective is to make conversion costs more reasonable while improving regulatory efficiency.

The policy could have a direct impact on the viability of stalled or delayed projects by reducing procedural uncertainty and approval-related costs. For developers, faster clearances can improve project timelines and investment predictability. For landowners, easier conversion can unlock the development potential of vacant or underutilised parcels.

From a governance perspective, the reform represents a shift towards decentralised decision-making, time-bound approvals and simplified regulatory compliance, strengthening Uttar Pradesh’s broader investment and urban development ecosystem.
