The Pradhan Mantri Anusuchit Jaati Abhyuday Yojana (PM-AJAY) is positioned as a key government intervention for improving socio-economic opportunities and living conditions among Scheduled Caste communities. The scheme brings together three major components—development of SC-dominated villages as Adarsh Grams, grants-in-aid for socio-economic development projects, and construction or repair of hostels.

The approach goes beyond welfare support by focusing on infrastructure, livelihood opportunities, education-related facilities and community development. By directing resources towards areas with higher concentrations of Scheduled Caste households, PM-AJAY seeks to address gaps in basic amenities and strengthen access to development opportunities.

According to the Ministry of Social Justice and Empowerment’s Annual Report 2025-26, data available as of December 31, 2025, shows 1,714,303 beneficiaries under the scheme nationally with ₹359.41 crore in Central assistance released. Uttar Pradesh recorded 90,203 beneficiaries and ₹18.94 crore in released Central assistance during the reported period.

The governance significance of PM-AJAY lies in its integrated model: village development, targeted financial assistance and educational infrastructure are addressed within one framework. The scheme also incorporates monitoring and social-audit mechanisms, supporting greater accountability in implementation.

Impact

PM-AJAY represents a shift towards more targeted and outcome-oriented social development. Its effectiveness ultimately depends on timely fund utilisation, quality of local projects, beneficiary participation and transparent monitoring. Strengthening these implementation mechanisms can help ensure that public investment translates into durable improvements in infrastructure, education and livelihood opportunities for Scheduled Caste communities.
