Washington Moves to Name India in Proposed Russia Sanctions Framework
A new legislative development in the United States has placed India among the countries that could face higher trade-related pressure under proposed measures linked to Russia sanctions. US lawmakers have submitted competing amendments to the Lindsey O. Graham Sanctioning Russia and Iran Act, intensifying debate over the scope of secondary sanctions and tariff provisions.
One amendment introduced in the US House seeks to explicitly identify major trading partners of Russia, including India and China, as countries potentially subject to proposed 100% tariffs. The measure also lists several other countries that maintain significant economic engagement with Russian energy markets. The move reflects Washington’s continuing efforts to restrict revenue streams associated with Russia’s energy trade.
The sanctions legislation had earlier cleared the US Senate with an 86–11 vote. It proposes measures targeting Russia’s leadership, energy sector and vessels associated with efforts to circumvent existing sanctions. The legislation also seeks to provide the US President with wider authority to impose tariffs on major Russian oil-trading partners.
However, the proposed framework remains subject to further legislative consideration. Another House amendment seeks to remove the provision authorising broad secondary tariffs on Russia’s trading partners. This indicates continuing differences within the US Congress over the economic and diplomatic implications of expanding sanctions.
For India, the development could have implications for energy security, trade relations and its longstanding engagement with multiple global partners. India’s policy approach has emphasised strategic autonomy, national interest and diversified energy sourcing.
The amendments will now form part of the wider legislative process before the bill can advance toward final approval. The outcome could influence the future trajectory of India-US economic relations and global energy diplomacy.
