AI Innovation Governance: UP Targets 50 AI Startups in Lucknow Over Five Years
Uttar Pradesh is positioning Lucknow as a major artificial intelligence (AI) innovation centre with Chief Minister Yogi Adityanath announcing a target to support at least 50 AI-focused startups in the state capital over the next five years. The announcement was made at an event marking the 10th anniversary of HCLTech’s Lucknow campus.
The proposed initiative is aimed at moving Lucknow beyond its established IT-services base and building capabilities across AI, semiconductors, cybersecurity, computing technology and deep tech. Adityanath called for stronger collaboration between government and industry to develop an innovation ecosystem capable of supporting startups from establishment and scaling to access to global markets.
The initiative builds on Uttar Pradesh’s wider technology and startup policy framework. The UP Startup Mission’s 2026 Vision and Playbook provides support mechanisms including prototype grants, seed capital, matching grants, compute-power incentives and enhanced assistance for deep-tech startups. AI and deep tech are among the policy’s priority sectors.
Lucknow already has a substantial startup base with the UP Startup Mission directory listing 657 active startups in the district including enterprises operating in AI and machine learning. The state is also developing an AI City in Lucknow to provide an enabling environment for AI-based companies.
Governance Impact: The five-year target signals a shift from conventional IT-services growth towards a technology-led innovation economy. For Uttar Pradesh, developing AI startups alongside data infrastructure, skilled talent and industry partnerships could strengthen high-value employment, research and technology commercialisation. The key implementation challenge will be converting policy incentives into sustained private investment, scalable enterprises and globally competitive AI products.
