IIT Kanpur to Establish ₹104-Crore Cyber Security Operations Centre, Strengthening Uttar Pradesh’s Digital Defence Infrastructure
Uttar Pradesh is moving towards a more structured cybersecurity framework with IIT Kanpur set to establish a ₹104.28-crore Cyber Security Operations Centre . The proposed facility aims to strengthen the state’s capacity to detect, monitor and respond to growing cyber threats while protecting government networks and critical digital infrastructure.
The Uttar Pradesh Cyber Security Operations Centre will be established at an estimated cost of ₹104.28 crore including operational and maintenance expenses. IIT Kanpur’s Cybersecurity Technology Innovation Hub, C3iHub, has been assigned responsibility for setting up the facility and managing its operations and maintenance for an initial period of three years.
The centre will provide round-the-clock monitoring of government digital infrastructure, covering IT and Operational Technology systems, government networks, applications, databases and critical information systems. It will integrate Artificial Intelligence (AI), Machine Learning (ML), Security Information and Event Management, Security Orchestration, Automation and Response and Network Detection and Response technologies.
These systems will support early threat identification, vulnerability assessment, incident investigation and coordinated responses to cyberattacks. The initiative will also involve cybersecurity training, departmental coordination, cyber drills and periodic security audits.
Strategic Governance & Economic Impact
The establishment of UP-CSOC represents an important institutional investment in securing Uttar Pradesh’s expanding digital governance ecosystem. As government services, administrative databases and public infrastructure become increasingly interconnected, cybersecurity risks can directly affect service delivery, sensitive information and institutional operations.
A centralised monitoring mechanism is expected to improve coordination among departments, reduce response delays and strengthen preparedness against ransomware, data breaches and unauthorised access. IIT Kanpur’s cybersecurity expertise will bring academic research and technological capabilities into the state’s administrative security framework.
Policy Significance: The ₹104.28-crore initiative marks a move towards a coordinated, technology-driven cybersecurity framework, placing digital infrastructure protection at the centre of Uttar Pradesh’s governance and public-service delivery strategy.
