NewsStates

Uttar Pradesh’s emergence as the country’s third-ranked state in the startup ecosystem highlights the expanding role of entrepreneurship, innovation and technology-driven businesses in the state’s economic development. The recognition reflects the growing startup environment and increasing participation of young entrepreneurs in developing innovative business models, creating employment and building new enterprises.

According to the Uttar Pradesh Startup Mission’s official dashboard, the state has 24,840 DPIIT-recognised startups, 3,973 startups registered on the state portal and 88 recognised incubators. The ecosystem also includes seven Centres of Excellence and more than 50 universities and institutions supporting entrepreneurship and innovation.

Policy Support and Institutional Infrastructure

The Uttar Pradesh Startup Policy 2020 provides an institutional framework for nurturing emerging businesses through incubation facilities, financial assistance, mentorship, innovation infrastructure and industry partnerships. The Uttar Pradesh Startup Mission focuses on infrastructure development, funding support, talent development, regulatory simplification, industry connectivity and ecosystem promotion.

The state’s startup ecosystem is expanding across technology, healthcare, agriculture, education, manufacturing and digital services. Women-led entrepreneurship is also gaining institutional support, with 1,416 women-led startups reflected on the official dashboard.

Uttar Pradesh has also been recognised as a Top Performer in Category A1 under the Department for Promotion of Industry and Internal Trade’s States’ Startup Ranking 5.0.

Economic and Governance Impact

The expansion of startups is strategically important for Uttar Pradesh’s economic transformation. A stronger entrepreneurial ecosystem can accelerate employment generation, encourage local innovation, attract private investment and create business opportunities beyond traditional industrial centres. Improved incubation and funding access can help young entrepreneurs convert innovative ideas into commercially viable enterprises.

The next policy priority will be to strengthen access to venture capital, improve startup survival and scaling rates, expand incubation facilities across districts and connect emerging businesses with domestic and international markets.

The broader objective is to position Uttar Pradesh as a major innovation-driven economic hub, where entrepreneurship contributes directly to industrial diversification, employment generation and long-term economic competitiveness.
