Centre Approves Three Major Schemes to Accelerate Manufacturing and Strengthen Rural Governance

GovernanceGovernment Schemes

The Union Government’s approval of three major schemes marks a significant policy intervention aimed at strengthening India’s manufacturing ecosystem, improving industrial competitiveness and reinforcing governance mechanisms at the grassroots level. The initiatives reflect a two-pronged development strategy focused on expanding domestic production capabilities while strengthening institutional capacity in rural India.

* Container Manufacturing Promotion Scheme – ₹10,000 Crore

The Union Cabinet has approved the Container Manufacturing Promotion Scheme with an allocation of ₹10,000 crore up to FY 2039–40. The scheme aims to expand India’s annual container manufacturing capacity nearly tenfold to 7.5 lakh Twenty-foot Equivalent Units . It will provide financial incentives, interest subvention and testing certification assistance to domestic manufacturers. The initiative is expected to reduce import dependence, strengthen maritime logistics and generate approximately 3,000 direct and over 50,000 indirect employment opportunities.

* Khelo India Sports Goods Manufacturing Scheme – ₹1,856.67 Crore

Approved for 2026–27 to 2033–34, the scheme seeks to establish India as a competitive global manufacturing hub for sports goods. Its focus areas include dedicated manufacturing zones, research and development, technological advancement, skill development and international quality certification. It will also strengthen existing manufacturing clusters, particularly in Meerut, Jalandhar and Ludhiana, creating opportunities for domestic manufacturers and exporters.

* Pradhan Mantri Viksit Gram Swaraj Yojana – ₹7,395.55 Crore

The Centrally Sponsored Scheme will operate from 2026–27 to 2030–31, covering more than 2.55 lakh Panchayats and traditional rural local bodies. It aims to strengthen the institutional capacity of approximately 32 lakh elected representatives and Panchayat stakeholders. Digital planning through the eGramSwaraj Portal, improved financial management, online auditing, public disclosure and citizen participation will be central to its implementation.

Governance and Economic Impact

Together, these three schemes connect industrial expansion with decentralised development. Manufacturing incentives are expected to strengthen domestic production, employment generation, MSME participation and export competitiveness while rural governance reforms will improve institutional accountability, financial transparency and public-service delivery. The initiatives also create opportunities for technology providers, skilled workers and supporting industries.
