Blue Economy: Giving New Momentum to India’s Fisheries Sector
India’s fisheries sector has emerged as a key pillar of the country’s Blue Economy, contributing to food security, rural livelihoods, employment and economic growth. Over the past six years, the Pradhan Mantri Matsya Sampada Yojana (PMMSY) has played a significant role in strengthening the sector through targeted investments, infrastructure development and institutional support.
Launched in 2020, PMMSY aims to promote sustainable and responsible fisheries development while improving the income and welfare of fishers and fish farmers. The scheme focuses on modernising fisheries infrastructure, expanding aquaculture, improving post-harvest management and strengthening the fisheries value chain.
A major governance priority under the programme has been the development of modern fishing harbours, fish landing centres, cold-chain facilities, processing infrastructure and transportation networks. These interventions are intended to reduce post-harvest losses, improve market access and enhance the value of fishery products.
PMMSY has also encouraged technology-driven aquaculture, diversification and productivity enhancement, helping fish farmers adopt improved practices and strengthen production capabilities. Special attention has been given to women, small-scale fishers, entrepreneurs and coastal communities supporting more inclusive participation in the fisheries economy.
The scheme also complements India’s broader vision of sustainable resource management and livelihood security. By promoting responsible fishing practices and better utilisation of aquatic resources, the government is seeking to balance economic development with environmental sustainability.
After six years of implementation, PMMSY represents an important step towards building a resilient, modern and globally competitive fisheries ecosystem. Continued investment, innovation and community participation can further strengthen India’s Blue Economy and create sustainable opportunities across the fisheries value chain.
