Uttar Pradesh is seeking to strengthen its textile manufacturing ecosystem by combining Surat’s established textile expertise with the state’s expanding industrial infrastructure. Invest UP has engaged with leading industry representatives in Surat, Gujarat, to attract fresh investment, expand manufacturing capacity and promote technology-driven textile production in the state.

The delegation held discussions with Union Textiles Minister Giriraj Singh, focusing on strengthening the textile sector and supporting the development of PM MITRA (Pradhan Mantri Mega Integrated Textile Region and Apparel) Park in Lucknow-Hardoi. The engagement also sought to encourage investment in textile manufacturing units and promote collaboration between industry and research institutions.

Discussions covered opportunities in technical textiles, smart textiles and defence-related fabrics, alongside the adoption of modern machinery, improved production processes and research-led innovation. The proposed approach aims to connect technological development with industrial manufacturing, enabling businesses to move towards higher-value textile products and more competitive production systems.

Union Textiles Minister Giriraj Singh emphasised the need to reduce dependence on textile imports and accelerate the ‘Make in India’ initiative through stronger coordination among the Union Government, state governments and industry stakeholders. The engagement highlighted the importance of sustained cooperation to improve domestic manufacturing capabilities and strengthen the sector’s competitiveness.

According to the report, Invest UP’s delegation, led by Deputy General Manager (Textiles) Manish Gupta, presented Uttar Pradesh’s skilled workforce, industrial land availability, established textile clusters, connectivity and investor-friendly ecosystem as key advantages for prospective investors.

Governance and Economic Impact

The initiative reflects Uttar Pradesh’s effort to attract investment beyond conventional manufacturing by building an integrated textile ecosystem supported by infrastructure, technology and institutional collaboration. The proposed PM MITRA Park in the Lucknow-Hardoi region could help consolidate activities across textile production and apparel manufacturing, subject to project execution and investor participation.

For the state, the strategic opportunity lies in converting investment interest into operational manufacturing units, employment generation and stronger links between local suppliers and large textile businesses. Effective implementation, reliable infrastructure and timely facilitation will be critical to translating industry outreach into measurable industrial growth.
