Uttar Pradesh to Establish AI Centres in All 75 Districts, Cabinet Approves Statewide Mission
Uttar Pradesh is set to expand its artificial intelligence ecosystem across all 75 districts with the state cabinet approving the establishment and operationalisation of AI centres under the Uttar Pradesh AI Mission (UP-AIM). The initiative, chaired by Chief Minister Yogi Adityanath, aims to integrate AI into governance, public service delivery, research and innovation while strengthening the state’s technology-driven development strategy.
Under the mission, District AI Centres will be developed to address local challenges through AI-enabled solutions, provide training and encourage research, startups, entrepreneurship and innovation. The centres are also expected to promote AI Centres of Excellence, research projects and innovation challenges, creating opportunities for young people to participate in the emerging digital economy.
The mission will prioritise the safe, responsible and accountable use of artificial intelligence. An AI Trust and Assurance Framework will be developed to support security, privacy, risk assessment, pre-deployment evaluation and human oversight. A dedicated AI Centre of Excellence will also be established as an independent society under the Department of IT and Electronics to strengthen implementation and institutional capacity.
The proposed governance structure will include an apex board, governing board and executive committee. The mission will be led by a chief executive officer while a Master Systems Integrator will be selected to design, develop, integrate, operate and maintain the AI stack and related solutions. The platform is intended to support government departments through shared AI capabilities.
Governance Impact: The district-level rollout could help Uttar Pradesh move beyond isolated technology projects towards a coordinated AI governance framework. If implemented effectively, the centres could improve administrative efficiency, strengthen evidence-based decision-making and expand access to digital skills. The proposed safeguards will be equally important in ensuring that AI adoption remains transparent, secure and accountable. The mission’s long-term success will depend on implementation quality, trained personnel, measurable outcomes and the practical adoption of AI solutions across departments.
