UP’s $1 Trillion Economy Roadmap Gains Fresh Policy Push Through Industrial Expansion
Uttar Pradesh’s ambition to build a $1 trillion economy continues to remain a central element of the state’s economic and industrial policy roadmap, with a focus on expanding manufacturing, investment, infrastructure and employment.
Union Home and Cooperation Minister Amit Shah has previously described the Sardar Patel Industrial Area Scheme as an important initiative for advancing Uttar Pradesh towards the $1 trillion economy objective. The scheme was launched in January 2026, with the state government outlining a phased development programme for industrial zones across Uttar Pradesh.
Under the programme, six zones were taken up in the first phase during 2025–26. The second phase for 2026–27 envisages the inauguration of six zones and the foundation of 30 additional zones, while the third phase proposes the inauguration of 30 zones and foundation laying for another 39 zones. The stated objective is to strengthen district-level industrial activity and expand employment opportunities within the state.
The economic target is also being supported through investment facilitation and industrial policy reforms. Invest UP reported in July 2026 that Uttar Pradesh had accelerated efforts towards the $1 trillion target, with emphasis on faster industrial growth, investment and land-allotment reforms.
The State Transformation Commission currently lists 2030 as the vision year for the state’s $1 trillion economy target and highlights evidence-based policy, performance monitoring and cross-department execution as part of the roadmap.
The key governance challenge now lies in translating investment proposals and industrial-zone development into operational projects, productive employment, higher productivity and sustained growth across districts.
