Coal Sector CSR Framework: Strengthening Community-Centric Development

Union Minister for Coal and Mines G. Kishan Reddy has launched the first sector-specific Comprehensive CSR Framework for Indian Coal Companies, marking a significant step towards strengthening social responsibility and community development in coal and lignite-producing areas. The framework has been prepared by the Indian Institute of Corporate Affairs (IICA) in collaboration with the Ministry of Coal and Coal India Limited (CIL). 

The new framework seeks to make CSR interventions more structured, transparent, measurable and outcome-oriented. It emphasises identifying local requirements, improving planning and implementation and establishing stronger systems for monitoring and evaluating the impact of CSR initiatives. The approach is intended to ensure that investments by coal-sector PSUs generate tangible benefits for communities located in and around mining regions. 

The initiative also highlights the growing role of CSR in healthcare, education, livelihoods and community welfare. Coal India’s flagship programmes, including the Thalassemia Bal Sewa Yojana and Nanha Sa Dil, demonstrate the potential of targeted CSR interventions to address critical social needs. More than 1,050 bone marrow transplants have been facilitated under the Thalassemia programme, while Nanha Sa Dil has screened over 2 lakh children and supported more than 1,500 corrective cardiac surgeries. 

The framework is expected to promote greater accountability, scalability and impact assessment across coal and lignite PSUs. By aligning CSR activities with community priorities and measurable outcomes, the initiative reinforces the government’s broader focus on inclusive development and responsible public-sector governance.
