Uttar Pradesh Defence & Aerospace Unit and Employment Promotion Policy, 2022: UP Strengthens Defence Manufacturing Ecosystem, Targets Investment and High-Skilled Employment

Governance & Public PolicyPolicy Analysis

Uttar Pradesh’s Defence and Aerospace Unit and Employment Promotion Policy, 2022, represents a strategic initiative to position the state as a major defence manufacturing and aerospace investment destination. The policy aims to strengthen domestic defence production, attract private investment, promote indigenous manufacturing and generate skilled employment through an integrated industrial ecosystem.

The initiative aligns with the Government of India’s Atmanirbhar Bharat vision and the objective of reducing dependence on imported defence equipment by expanding domestic production capabilities.

*Capital Investment Subsidy: The policy provides a capital subsidy of 7%, up to ₹500 crore for eligible defence and aerospace units in the Agra, Aligarh, Lucknow and Kanpur nodes of the Uttar Pradesh Defence Industrial Corridor.

“Bundelkhand Incentive: Eligible units in the Jhansi and Chitrakoot nodes receive a higher capital subsidy of 10%, subject to a maximum of ₹500 crore.

* Technology Transfer Support: Anchor defence and aerospace units receive reimbursement of 75% of eligible technology-transfer costs.

*Transport Assistance: Eligible anchor units can receive 50% reimbursement of transportation costs, subject to a ceiling of ₹2 crore.

*Research and Innovation: The policy supports patent registrations, trademark registration and industrial innovation.

“Environmental Infrastructure: Eligible units can receive 20% reimbursement of project costs for establishing Effluent Treatment Plants, up to ₹1 crore.

Strategic and Economic Impact

The policy strengthens Uttar Pradesh’s position in India’s defence manufacturing landscape by creating investment opportunities across six defence corridor nodes. It encourages participation from large manufacturers, private investors, component suppliers and MSMEs, helping develop a domestic supply chain for defence equipment, aerospace components and advanced technologies.

Its higher incentives for Bundelkhand are particularly significant from a regional development perspective. The framework can encourage industrial diversification, technology adoption, skilled workforce development and employment generation while supporting India’s defence indigenisation objectives.

Governance Perspective

The policy reflects a shift towards incentive-led industrial development, where regional investment, manufacturing capacity, technology transfer and private-sector participation are integrated into one strategic framework. It also supports the broader objectives of Make in India and Atmanirbhar Bharat.

Policy Update: The 2022 framework amended the original 2018 policy. Uttar Pradesh subsequently introduced its Aerospace and Defence Units and Employment Promotion Policy, 2024, which superseded the earlier framework. Therefore, the 2022 incentives should be understood in their historical policy context rather than automatically treated as the current incentive regime.
