UP Defence & Aerospace Policy 2022: Investment Incentives Strengthen State’s Defence Manufacturing Push
Uttar Pradesh’s Defence & Aerospace Unit & Employment Promotion (Amendment) Policy 2022 was designed to accelerate private investment, manufacturing capacity and employment generation across the Uttar Pradesh Defence Industrial Corridor (UPDIC). The policy builds on the state’s 2018 framework and provides targeted financial incentives to make Uttar Pradesh a competitive destination for defence and aerospace industries.
A key feature is the differentiated capital subsidy structure across the six UPDIC nodes. Eligible units in Agra, Aligarh, Lucknow and Kanpur can receive capital subsidy of 7% of eligible investment, subject to a maximum of ₹500 crore, while projects in Jhansi and Chitrakoot can receive 10% capital subsidy, capped at ₹500 crore. The higher incentive for the Bundelkhand nodes is intended to encourage industrialisation and investment in the region.
The policy also supports technology transfer and industrial competitiveness through transport assistance for anchor units, reimbursement of costs related to Effluent Treatment Plants, patent-registration support and trademark-registration reimbursement. MSMEs are also supported through financial assistance for obtaining quality certifications, helping smaller enterprises integrate into defence and aerospace supply chains.
The wider UPDIC strategy covers six nodes—Aligarh, Agra, Chitrakoot, Jhansi, Kanpur and Lucknow—creating an ecosystem for design, engineering and manufacturing. The Centre has identified the corridor as one of India’s two dedicated Defence Industrial Corridors with the objective of strengthening indigenous production, reducing import dependence and expanding domestic manufacturing opportunities.
Governance Impact: The 2022 amendment policy represents a shift from merely attracting defence projects to building an integrated industrial ecosystem involving anchor companies, MSMEs, technology providers and skilled employment. Although the policy has subsequently been superseded by Uttar Pradesh’s 2024 Aerospace and Defence Policy, its incentive architecture helped establish the investment framework for the state’s continuing defence-industrial expansion.
