Gorakhpur Link Expressway: ₹220.66 Crore Operations Contract Signals Shift to Performance-Led Highway Management

Highway Infrastructure has signed a ₹220.66 crore contract with the Uttar Pradesh Expressways Industrial Development Authority (UPEIDA) for operations and maintenance of the Gorakhpur Link Expressway, strengthening the state’s focus on long-term asset management across its expanding expressway network.
The contract marks a shift beyond highway construction towards structured operations, maintenance and service-level management, critical for preserving road quality, improving user safety and ensuring reliable connectivity over the asset’s operating life.
The Gorakhpur Link Expressway, a major connectivity project in eastern Uttar Pradesh is designed to provide faster access between Gorakhpur and the Purvanchal Expressway, improving integration with the state’s wider expressway network. Its operational performance is particularly relevant for regional mobility, logistics and economic activity across eastern UP.
From Construction to Asset Management
The contract highlights an increasingly important governance challenge for Uttar Pradesh: maintaining the quality and efficiency of large public infrastructure after commissioning.
