Uttar Pradesh is moving to standardise road construction and maintenance across its development authorities by adopting the Public Works Department (PWD) model. The move is aimed at strengthening construction quality, contractual accountability and long-term road maintenance in urban development areas. The state Housing Department issued an order on September 22, 2026, covering the adoption of PWD procedures for road maintenance, tender transparency and bitumen price adjustment.

Under the new framework, construction agencies will be responsible for maintaining roads for five years after completion. The system will also provide for additional performance security while regular quality monitoring during construction is expected to create greater accountability for contractors.

The reform also seeks to standardise the way development authorities and the Housing Development Council prepare and execute road projects. Instead of relying on separate procedures, road works will increasingly follow PWD-based standards for construction, maintenance and contractual management. Tender processes are also being aligned with greater transparency.
A significant component is the treatment of fluctuations in bitumen prices. The new framework provides for price adjustment under specified conditions, allowing construction agencies to receive eligible cost adjustments when input prices rise.

Governance Impact:
The shift places road infrastructure within a clearer lifecycle-management framework, linking construction quality with post-completion maintenance. For development authorities, the model could strengthen monitoring and contractual discipline while reducing the gap between road construction and subsequent upkeep.
