UP Higher Education Policy 2024: Driving Institutional Expansion Through Investment, MERUs and Global Universities
The Uttar Pradesh Higher Education Incentive Policy 2024 seeks to reposition the state as a major hub for quality higher education by combining financial incentives with targeted expansion of academic infrastructure. The policy focuses on attracting high-quality private universities to underserved districts, encouraging globally reputed foreign institutions to establish campuses and bringing top-ranked Indian universities into Uttar Pradesh.
A key policy focus is the development of Multidisciplinary Education and Research Universities (MERUs) in line with the National Education Policy 2020. For the first eligible MERU established in a previously unserved district, the policy provides stamp-duty exemptions linked to investment levels and capital subsidies ranging from 15% to 17%, subject to prescribed ceilings. In aspirational districts, the capital subsidy can rise to 20%, with a maximum ceiling of ₹50 crore.
The policy also creates a dedicated incentive framework for the first five eligible foreign higher education institutions. These institutions can receive 100% stamp-duty exemption and a 20% capital subsidy capped at ₹100 crore. Similar incentives are available to Indian universities ranked among the top 50 in the National Institutional Ranking Framework (NIRF), subject to the policy’s eligibility conditions.
Policy Impact
The framework is designed to expand higher education capacity beyond established urban centres, improve access to quality institutions and strengthen research, innovation and multidisciplinary learning. By linking incentives with underserved and aspirational districts, the policy also creates a mechanism for geographically more balanced educational investment. Increased institutional capacity can support local employment, skill development and industry-academia linkages, while attracting reputed domestic and foreign institutions could broaden academic opportunities for students within the state.
