Bihar Raises Questions Over Nationwide Uniform Civil Code Roadmap

Union Home Minister Amit Shah’s recent announcement on the proposed implementation of the Uniform Civil Code (UCC) has triggered a fresh policy debate in Bihar. Shah stated that governments led by the BJP-led National Democratic Alliance (NDA) in 21 states are expected to introduce the UCC before the 2029 Lok Sabha elections.

The UCC seeks to establish a common framework for personal laws covering areas such as marriage, divorce, inheritance and adoption, irrespective of religion. The Centre has presented the initiative as part of a broader effort towards uniformity in civil laws.

However, Bihar has emerged as a key point of discussion following reservations expressed by the Janata Dal (United), an important NDA ally. JD(U) leaders have maintained that the implementation of UCC in Bihar should not be rushed and have called for wider consultations with state governments, religious communities and other stakeholders.

The party has also indicated that it wants to examine the proposed provisions before taking a final position. This cautious approach has highlighted the importance of coordination between the Union government and its state-level partners in implementing major legal reforms.

The development underlines the governance challenge of balancing legislative uniformity with India’s diverse social and cultural practices. Any future move towards UCC implementation in Bihar is therefore likely to involve consultations, examination of legal provisions and consideration of stakeholder concerns.
