PESB Recommends Chacko Mazhuvanchery Jose for BPCL Director (Refineries) Post
The Public Enterprises Selection Board (PESB) has recommended Chacko Mazhuvanchery Jose for appointment as Director (Refineries) of Bharat Petroleum Corporation Limited (BPCL), a Schedule ‘A’ Central Public Sector Enterprise under the Ministry of Petroleum and Natural Gas.
The recommendation was made following the selection process conducted by PESB on August 21, 2026, during which 12 candidates from BPCL and other public sector undertakings were interviewed. Jose is currently serving as Executive Director, Kochi Refinery, BPCL. His appointment will be subject to the requisite government clearances and approval of the Appointments Committee of the Cabinet (ACC).
An experienced petroleum-sector professional, Jose is a Chemical Engineering graduate from Government Engineering College, Thrissur and holds an MBA from Cochin University of Science and Technology. He has handled key responsibilities across refinery operations, technical services, projects, energy management and environmental functions. He has also previously headed BPCL’s Bina Refinery in Madhya Pradesh.
The Director (Refineries) is a critical leadership position within BPCL, with responsibility for strengthening operational efficiency, refinery reliability, project execution and value optimisation across the company’s refining portfolio. The role also assumes significance as the petroleum sector moves towards greater energy efficiency, cleaner technologies, petrochemical integration and long-term energy transition.
The PESB recommendation comes after the Director (Refineries) position became vacant following the appointment of Sanjay Khanna as BPCL’s Chairman and Managing Director in April 2026.
Jose’s extensive experience in refinery operations and project management is expected to support BPCL’s focus on operational excellence, safety, energy efficiency and capacity development. His proposed elevation also reflects the public-sector selection framework aimed at placing experienced professionals in key leadership positions across Central PSUs.
The appointment, once approved by the competent authority will provide dedicated leadership to BPCL’s refinery operations at a time when the company is seeking to enhance competitiveness, improve efficiency and align its downstream operations with India’s evolving energy requirements.
